Економічна сутність раціонального використання земель сільськогосподарського призначення

Abstract

У статті визначено сутнісну характеристику та зміст поняття "раціонального використання земель сільськогосподарського призначення", системне вивчення якого створює методологічну основу для обгрунтування та імплементації цілісної системи забезпечення раціонального використання земель сільськогосподарського призначення. Проаналізовано та систематизовано основні підходи до розуміння категорії "раціонального використання земель сільськогосподарського призначення". Доведено, що категорія "раціональне використання земель сільськогосподарськогопризначення" є складною системою. Відповідно тут потрібно обмежитись виділенням її основних підсистем, як форморганізаційноPінституційної діяльності. Розглянуто й виділено, з логікоPметодологічного погляду, основні принциPпи й складові раціонального землекористування у сільському господарстві. Виділено основні чотири складові раціонального використання сільськогосподарських земель: екологічна, соціальна, економічна та організаційна.Наведено визначення раціонального використання земель сільськогосподарського призначення, що дається різними науковцями та класифікацію факторів та чинників її формування. Висвітлено різні розуміння категорії "раціональне використання землі сільськогосподарського призначення".Встановлено, що на сучасному етапі розвитку в дослідженні питання раціонального землекористування більшеприділяють увагу поєднанню його економічної та екологічної складових.

The article defines the essential characteristic and content of the concept of "rational use of agricultural land", the systematic study of which creates a methodological basis for substantiation and implementation of an integral system of ensuring the rational use of agricultural land. The author analyses and systematises the main approaches to understanding the category of "rational use of agricultural land". It is proved that the category of "rational use of agricultural land" is a complex system. Accordingly, here it is necessary to limit ourselves to the allocation of its main subsystems as forms oforganisational and institutional activity. From the logical and methodological point of view, the basic principles and components of rational land use in agriculture are considered and allocated. The main four components of the rational use of agricultural land are allocated: environmental, social, economic and organisational. The problem of rational land use has a complex nature and is inextricably linked with its ecological, economic, social and organizational aspects At the current stage of development, in the study of the issue of rational land use, more attention is paid to the combination of its economic and ecological components. The article provides a definition of rational use of agricultural land given by various scholars and a classification of factors and determinants of its formation. Different understandings of the category "rational use of agricultural land"are highlighted. It is proposed that rational land use should be understood as such use which is consistent with its intended purpose, ensures high efficiency of land use aimed at obtaining environmentally safe agricultural products and soil protection, reproduction and increase of their fertility and protection from anthropogenic impact. Thus, rational land use is a targeted and integrated use of land that achieves a balance (the most optimal, proportional and harmonious comparison) between the efficiency of land use and environmental requirements. It is established that at the current stage of development, the study of the issue of rational land use pays more attention to the combination of its economic and environmental components
