Abstract

В статті досліджено значення сільських територій як основи економічного, екологічного та соціального розвитку, що забезпечує продовольчу безпеку, сприяє збереженню природного багатства та підтримує культурну ідентичність нації. Узагальнено ключові компоненти сталого розвитку, серед яких фінансова самостійність громад, раціональне управління ресурсами, інтеграція сучасних технологій та підтримка малого підприємництва. Розглянуто основні чинники сталого розвитку сільських територій, з акцентом на інвестиційну діяльність, яка виступає ключовим каталізатором економічного прогресу та соціального благополуччя. Досліджено механізми фінансової підтримки громад та визначено пріоритети державного регулювання, спрямовані на активізацію інвестиційної діяльності. Проаналізовано роль державно-приватного партнерства у мобілізації ресурсів і реалізації стратегічних проектів, таких як модернізація інфраструктури, цифровізація послуг і підвищення енергоефективності, які сприятимуть диверсифікації сільської економіки, створенню нових робочих місць та підвищенню доходів сільського населення завдяки підтримці інноваційних напрямів, таких як зелена енергетика, агротуризм і екологічне землеробство. Запропоновано основні напрями покращення інвестиційного клімату: розвиток інфраструктури, спрощення регуляторної бази, підтримка інновацій, доступ до фінансування, інвестування в людський капітал і формування прозорих бізнес-умов. The article examines the significance of rural areas as foundational elements of economic, environmental, and social development, contributing to food security, the preservation of natural resources, and the maintenance of cultural identity. The concept of sustainable development, encompassing economic growth, social justice, and ecological balance, is analyzed in depth. The key components of sustainable development are summarized, including the financial independence of communities, rational resource management, the integration of modern technologies, and support for small businesses. The dynamics of employment within agriculture, forestry, and fisheries from 2010 to 2023 are analyzed, revealing a steady decline in the number of workers and their share in these sectors—largely influenced by the temporary occupation of certain regions and the forced migration of the population. The key challenges and opportunities for sustainable rural development amidst limited resources and climate change impacts are highlighted. The main factors contributing to the sustainable development of rural areas are examined, with a focus on investment activity, which acts as a critical driver of economic progress and social well-being. It is established that from 2010 to 2017, the share of capital investments in agriculture rose significantly, reflecting growing priority for this sector. Subsequent fluctuations in investment activity, including a notable increase to 12.56% in 2022, indicate adaptive responses to emerging challenges, particularly under martial law, with an emphasis on supporting strategically important industries. The article explores key aspects of stimulating the sustainable development of rural areas through improved social and regional policies. Mechanisms for financial support for communities are examined, and the priorities of state regulation aimed at activating investment activity are identified. The role of public-private partnerships in mobilizing resources and implementing strategic projects, such as infrastructure modernization, digital service integration, and energy efficiency improvements, is analyzed. These initiatives will contribute to the diversification of the rural economy, the creation of new jobs, and increased rural incomes by supporting innovative sectors such as green energy, agritourism, and ecological agriculture. The main areas for improving the investment climate are proposed: infrastructure development, simplification of the regulatory framework, support for innovation, access to financing, investment in human capital, and the establishment of transparent business conditions. It is emphasized that the effective implementation of these measures is crucial for ensuring sustainable economic growth, reducing unemployment, and enhancing the quality of life in rural areas
