| Abstract: | Стверджується, нині є потреба в модернізаційних змінах щодо управління розвитком формальних та неформальних обмежень, які формують органічне агрови-робництво. Дія цих факторів на поведінку суб'єктів господа-рювання в аграрній сфері є неоднозначною, а тому питання раціональності та оптимізації їхнього застосування потребують більш грунтовної аргументації і нових підходів. It is alleged that there is now a need for modernization changes to manage the development of formal and informal restrictions that form organic agricultural production. The effect of these factors on the behavior of business entities in the agrarian sphere is ambiguous, and therefore the question of rationality and optimization of their application requires more substantiated arguments and new approaches. |
| Description: | Стверджується, нині є потреба в модернізаційних змінах щодо управління розвитком формальних та неформальних обмежень, які формують органічне агрови-робництво. Дія цих факторів на поведінку суб'єктів господа-рювання в аграрній сфері є неоднозначною, а тому питання раціональності та оптимізації їхнього застосування потребують більш грунтовної аргументації і нових підходів. Наголошується, наявні неформальні і формальні фактори часто знаходяться в суперечливому стані, що обумовлено різним характером їх виникнення. Перші виникають і змінюються безперервно і не залежать від формалізації їхньої сутності, а останні можуть виникнути миттєво і не мати можливості швидко змінюватися у відповідь на зміну зовнішнього середовища, політичних інтересів та інших факторів. Проведений аналіз змісту діючого аграрно-економічного законодавства та інших законотворчих та наукових напрацювань в сфері органічного агровиробництва, які свідчать про те, що як в теоретичному так і практичному сенсі формальні та неформальні обмеження не мають системної основи та чіткої методології іх розробки та запровадження. It is alleged that there is now a need for modernization changes to manage the development of formal and informal restrictions that form organic agricultural production. The effect of these factors on the behavior of business entities in the agrarian sphere is ambiguous, and therefore the question of rationality and optimization of their application requires more substantiated arguments and new approaches. It is noted that the existing informal and formal factors are often in a contradictory state, which is due to the different nature of their occurrence. The former arise and change continuously and do not depend on the formalization of their essence, and the latter can arise instantly and not be able to change rapidly in response to changes in the external environment, political interests and other factors. The analysis of the content of the current agrarian and economic legislation and other legislative and scientific developments in the field of organic farming, show that, both theoretically and practically, formal and informal restrictions do not have a systematic basis and a clear methodology for their development and implementation. |
