Сучасні тенденції функціонування та розвитку сільськогосподарських обслуговуючих кооперативів

Abstract

Проаналізовано сучасний стан розвитку сільськогосподарських обслуговуючих кооперативів в Україні. Встановлено, що кооперація — один з приорітетних напрямів, за яким розвивається сільське господарство. Визначено, що найпоширенішими типами кооперативних об'єднань в аграрному секторі України є багатофункціональні кооперативи. Доведено, що основними організаційно-економічними передумовами виникнення обслуговуючих кооперативів при сільських громадах є: трансформаційні процеси в аграрному секторі економіки; підвищення конкуренції в ринковому середовищі; формування інфраструктури аграрного ринку; нестача фінансових коштів у приватних сільськогосподарських товаровиробників та низький рівень їх технічного забезпечення; виникнення значної кількості посередників між виробниками і кінцевими споживачами сільськогосподарської продукції тощо. Виявлено, що одним із основних критеріїв доцільності створення кооперативної форми є забезпечення можливостей і умов для отримання додаткових вигод порівняно з іншими формами організації такої взаємодії. Встановлено, що окрім реально існуючих кооперативів є і фіктивні. Створення фіктивних сільськогосподарських обслуговуючих кооперативів дозволяє посередниками легалізувати походження сільськогосподарської продукції. Обгрунтовано, що створення обслуговуючих кооперативів сприятиме: підвищенню ефективності аграрного виробництва; удосконаленню для членів кооперативу процесу реалізації продукції та більш ефективному використанню каналів збуту; досягненню стійких позицій на аграрному ринку; створенню додаткових робочих місць у сільській місцевості; поліпшенню соціального захисту сільського населення та підвищенню рівня життя на селі тощо. The article deals with the modern development of agricultural service cooperatives in Ukraine. The authors prove that cooperation is one of the priority ways for agriculture developing. The most common types of cooperative associations in the agrarian sector of Ukraine are multifunctional cooperatives. It is proved that the main organizational and economic preconditions for the service cooperatives creation in rural communities are: transformation processes in the agrarian sector of economy; increasing competition in a market environment; infrastructure development on the agrarian market; lack of financial resources of private agricultural producers and low level of technical support; the significant number of intermediaries between producers and end-users of agricultural products, etc. It is revealed that one of the main criteria for cooperative creation is providing opportunities and conditions for obtaining additional benefits in comparison with other forms of such interaction. It is established that besides the existing cooperatives there are fictitious ones. The creation of fake agricultural service cooperatives allows intermediaries to legalize the origin of agricultural products. The formation of agricultural service cooperatives is now of great importance in the agrarian sector of the Ukrainian economy, since it is the small farmers and private farms that are interested in servicing cooperation. It should be noted that co-operation is also appropriate among private enterprises with a similar material and technical condition, common economic problems and the same motivation for joining the cooperative. The authors substantiate that creation of service cooperatives will help to increase agrarian production efficiency; to improve the sales process for the cooperative members and use of sales channels; to achieve stable positions on the agrarian market; to create additional workplaces in the countryside; to improve social protection of the rural population and to raise the living standard in the countryside, etc.
