Механізми державного регулювання розвитку інформаційного суспільства

Abstract

Досліджено поняття інформаційного суспільства в працях українських та зарубіжних вчених; охарактеризовано соціально-економічні, політичні та соціально-культурні умови інформаційного розвитку; обґрунтовано проблеми формування та розвитку сучасного інформаційного суспільства в Україні; виділено основні стратегічні цілі розвитку інформаційного суспільства; акцентовано увагу на головних напрямах розвитку інформаційного суспільства в Україні; для підвищення ефективності розвитку інформаційного суспільства поставлена задача створення цілісної системи законодавства, яка є гармонізованою з нормами міжнародного права з питань розвитку інформаційного суспільства; вивчено кращий світовий досвід із розвитку інформаційного суспільства, зокрема США та ЄС; обґрунтовано застосування векторного аналізу як сучасного механізму державного регулювання розвитку інформаційного суспільства в Україні, що ґрунтується на знаходженні і фокусуванні векторів зі світових практик та тенденцій; створено стратегічні орієнтири розвитку інформаційного суспільства на основі сучасних світових тенденцій. The concept of information society in the writings of Ukrainian and foreign scholars is investigated; socio-economic, political and socio-cultural conditions of information society development are characterized; the problems of formation and development of modern information society in Ukraine are substantiated; the main strategic goals of the information society development are highlighted; the main directions of the information society development in Ukraine are emphasized; to increase the efficiency of information society development, the task is to create a coherent system of legislation that is harmonized with the norms of international law on information society development; the best world experience in the development of the information society, in particular the USA and the EU, is studied, and it is determined that the way to form information society of USA is based on the general model of socio-economic development, when the functions of the state are minimized, and the activities of business and citizens are maximized, and politics of EU is built on economic efficiency, formation of free market, development of innovation precisely in aspects of information society technologies and universal information access for all citizens; the use of vector analysis as a modern mechanism of state regulation of information society development in Ukraine is grounded, based on finding and focusing vectors on world practices and trends; strategic guidelines for development of the information society based on current global trends have been created. In particular, these strategic guidelines should include intellectualization of the economy in information society (development of the concept of the knowledge economy with increasing share of services in the structure of the national economy); transformation of the role of science in the information society (the formation of innovative system that includes the infrastructure of basic science and technology transfer centers); modernization of education of the information society (shifting of the main emphasis on assimilation of large volumes of information on mastering the ways of new knowledge continuous acquisition); transformation of government institutions (reducing the imbalance in the development of information and communication technologies between central authorities and local governments); formation of information society culture (harmonious combination of cultural traditions and technological innovations).
