Agreement of the interests of green tourism business participants in sustainable development

Abstract

The effective management of the process of agreement of interests and coordination of efforts of government agencies and representatives of the tourism business as the main institutions of a market economy was found to ensure new trends in economic development and achievement of certain strategic and tactical objectives in sustainable development. The current situation in the field of co-agreement between the state and representatives of the tourism sector is characterized by the recognition of the relevance of stimulating cooperation, the emergence of successful regional models, and positive results of public-private partnership by government agencies and entrepreneurs. The Chinese experience in the use of international institutions in the practical activities of ecotourism development in the country is analyzed and the possibilities of adopting the main elements of the structural functioning of tourism in general for Ukraine in terms of sustainable development are considered. The article performs statistical analysis and forecasts of the main indicators of economic entities in the field of ecotourism. Pearson, Spearman, and Fechner correlation coefficients have been calculated to determine the correlation between revenues from tourism services and operating costs of tourism entities (tour operators and travel agents) in the region. Agreed strategic directions for intensifying the development of ecotourism activities in any region of the country are identified, including the creation of proper institutional conditions and appropriate legal environment, which is to develop and adopt the Law of Ukraine “On Rural Green Tourism”, the regional program for ecotourism development, amendments and additions to the Development Strategy for the period up to 2027 and the Action Plan for its implementation in 2021-2023; economic support for the development of ecotourism through public-private partnerships to attract private investment, crowdfunding, preferential lending to homeowners to modernize homes, training, and advertising; implementation of stimulating and encouraging mechanisms to ensure the functioning of ecotourism infrastructure facilities; formation of an effective system of quality assurance of ecotourism services to be based on the needs of the consumer, to guarantee basic standards, and to include criteria for environmental protection. A set of mutually agreed barriers that hinder the formation and development of regional ecotourism infrastructure in any territorial unit of the country are identified. A regional model of mutually agreed elements of ecotourism infrastructure is proposed, which implementation will increase the income of the rural population, increase local budget revenues, reduce unemployment through additional jobs, intensify the development of small businesses in rural areas, and public-private partnerships in sustainable development. Встановлено, що ефективне управління процесом узгодження інтересів та координація зусиль державних установ та представників туристичного бізнесу як основних інститутів ринкової економіки забезпечує нові тенденції економічного розвитку та досягнення певних стратегічних і тактичних цілей у сталому розвитку. розвитку. Сучасна ситуація в галузі спільної згоди між державою та представники туристичної галузі характеризуються визнанням актуальності стимулювання співпраці, появою успішних регіональних моделей та позитивними результатами державно-приватного партнерства з боку державних установ та підприємців. Проаналізовано китайський досвід використання міжнародних інституцій у практичній діяльності з розвитку екотуризму в країні та розглянуто можливості прийняття основних елементів структурного функціонування туризму в цілому для України з точки зору сталого розвитку. У статті проводиться статистичний аналіз та прогнози основних показників суб'єкти господарювання у сфері екотуризму. Кореляція Пірсона, Спірмена та Фехнера коефіцієнти були розраховані для визначення кореляції між доходами від туризму послуги та експлуатаційні витрати суб'єктів туризму (туроператорів та турагентів) у Росії регіону. Визначено узгоджені стратегічні напрямки активізації розвитку екотуризму в будь-якому регіоні країни, включаючи створення належних інституційних умов та належного правового середовища, що полягає у розробці та прийнятті Закону України «Про сільський зелений туризм», регіонального Програма розвитку екотуризму, зміни та доповнення до Стратегії розвитку на період до 2027 р. та План дій щодо його реалізації на 2021-2023 роки; економічна підтримка розвитку Росії екотуризм через державно-приватне партнерство для залучення приватних інвестицій, краудфандинг, пільгове кредитування власників будинків для модернізації будинків, навчання та реклами; впровадження стимулюючих та заохочувальних механізмів для забезпечення функціонування об'єктів інфраструктури екотуризму; формування ефективної системи забезпечення якості послуг з екотуризму, яка базується на потребах споживача, гарантує основні стандарти, та включити критерії охорони навколишнього середовища. Набір взаємоузгоджених бар'єрів, як перешкоджають формуванню та розвитку регіональної інфраструктури екотуризму в будь-якій територіальній одиниці країни. Регіональна модель взаємоузгоджених елементів пропонується інфраструктура екотуризму, впровадження якої призведе до збільшення доходу сільського населення, збільшити доходи місцевого бюджету, зменшити безробіття за рахунок додаткових робочих місць, активізувати розвиток малого бізнесу у сільській місцевості та державно-приватного партнерства у галузі сталого розвитку.
