Бюджетний потенціал та фінансове забезпечення охорони здоров’я в Україні в умовах реалізації стратегії сталого розвитку

Abstract

Стаття присвячена дослідженню теоретичних засад формування бюджетного потенціалу і окресленню практичних заходів щодо його зміцнення з метою фінансового забезпечення охорони здоров’я в умовах реформування та реалізації державної політики сталого розвитку. Аргументовано, що належне фінансове забезпечення охорони здоров’я передбачає подальше послідовне реформування галузі, реалізацію принципу гарантування якісної медичної допомоги кожному члену суспільства, який її потребує та інтенсивного задіяння бюджетного потенціалу. Показано, що в умовах слабкості бюджетного потенціалу та необхідності реалізації політики сталого розвитку проведення медичної реформи має здійснюватися системно і послідовно, що сприятиме підвищенню стійкості бюджетної системи та системи охорони здоров’я в поточному та середньостроковому періоді. Визначено, що зміцнення і найбільш повне задіяння бюджетного потенціалу для розвитку вітчизняної системи охорони здоров'я в умовах глобальних викликів та реалізації стратегії сталого розвитку пов'язане з визначенням обґрунтованих пріоритетів фінансування, підвищенням ефективності використання бюджетних коштів. In the developed world, special attention is paid to preservation people health, development of health care systems and their appropriate financing. Limited funds of state and local budgets in Ukraine require increased attention to budget capacity strengthening and at the same time budget funds efficiency increasing for health care financing, successful health reform in conditions of Sustainable Development Strategy implementation. The article is devoted to the study of the theoretical foundations of budget capacity building and providing recommendations for its strengthening and financial security of health care in the context of reforming and implementing public policy of sustainable development. The paper analyses and estimates the total expenditures of the consolidated budget for health care, their share in GDP. It is argued that mechanisms for proper financing of health care formation in the face of severe financial resources involves the health care system further consistent reform, practical implementation of the quality health care principles guaranteeing to every member of society and using the potential of state and local budgets. It is determined that the formation and effective use of the state and local budgets potential of Ukraine for the domestic health care system development is associated primarily with consistent medical and budgetary reforms, losses and unreasonable costs prevention, budgetary capacity strengthening, determining reasonable priorities, improving budget funds efficiency, which will increase the budget system sustainability and health care system sustainability in the current and medium term. It is shown that in the conditions of limited budget funds, growing debt, and budget decentralization and at the same time the need to implement a policy of sustainable development, the implementation of health care reform should be carried out systematically and consistently. At the same time, even radical changes/reforms within one or two sectors/fields will not bring the expected result due to the possibility of budget imbalance; therefore, will not meet the principles and goals of sustainable development as a whole without a comprehensive systemic approach to reform. It’s necessary to pay attention not only into the social and financial spheres, but also into solving economic problems, territorial development intensifying, implementing structural adjustment of the economy, positive changes in the labour market, increasing employment, etc.
