Трансформація інституціональної ролі держави в контексті повоєнного відновлення економіки

Abstract

У статті аналізуються методологічні засади та інструменти інституційного регулювання економічної динаміки. Теоретико-методологічною основою дослідження є інституційно-еволюційний підхід до обґрунтування підходів та інструментів державного регулювання в умовах повоєнного відновлення національної економіки. Наголошено, що для вирішення актуальних завдань економічного відновлення та подальшого розвитку національної економіки саме держава, виступаючи ключовим інститутом економічної системи та формуючи відповідну інституційну політику, здатна забезпечити досягнення імперативів економічної динаміки, інвестиційної підтримки та організації інноваційного процесу. Встановлено, що актуальними завданнями застосування інструментів інституційного впливу є мобілізація ключових ресурсів на пріоритети та потреби розвитку; створення сприятливого інституційного середовища та залучення приватних зовнішніх інвестицій; оптимізація джерел бюджетного фінансування, реструктуризація установ і організацій державного сектору, модернізація системи державного управління. Обґрунтовано, що інституційна політика у вітчизняних реаліях має бути спрямована на декілька структурних рівнів: формування інституційного середовища суб’єктів господарювання; створення умов для керованості та передбачуваності господарського механізму; забезпечення ефективного державного регулювання національної економіки. Оцінка передумов та еволюційних обмежень розвитку дала змогу стверджувати про пріоритетність формування якісно нового економічного механізму для подолання технологічної та структурної відсталості економіки, реалізації тенденції розвитку високотехнологічної промисловості та переробки промисловості при обмеженні сировинного напряму. Обґрунтовано, що інституційні регуляторні імпульси мають бути спрямовані на створення сприятливого інвестиційного клімату, підтримку конкуренції та обмеження монополізму, фінансову підтримку фундаментальної науки, розвиток інноваційної інфраструктури; залучення ключового інституту економіки до державно-приватного партнерства та державного підприємництва. Теоретико-методологічні умови дослідження поглиблюють практичні засади інституційного регулювання економічної динаміки. The article analyzes methodological principles and tools of institutional regulation of economic dynamics. The theoretical and methodological basis of the study is the institutional-evolutionary approach to the justification of approaches and tools of state regulation in the context of the post-war recovery of the national economy. It is emphasized that in order to solve the current tasks of economic recovery and further development of the national economy, it is the state, acting as a key institution of the economic system and forming the appropriate institutional policy, that is able to ensure the achievement of the imperatives of economic dynamics, investment support and the organization of the innovation process. It was ascertained that the urgent tasks of applying institutional influence tools are the mobilization of key resources on development priorities and needs; creation of a favorable institutional environment and attraction of private external investments; optimization of budget funding sources, restructuring of public sector institutions and organizations, and modernization of the public administration system. It is substantiated that the institutional policy in domestic realities should be directed at several structural levels: formation of the institutional environment of economic entities; creation of conditions for manageability and predictability of the economic mechanism; ensuring effective state regulation of the national economy. The assessment of the prerequisites and evolutionary limitations of development made it possible to argue for the priority of forming a qualitatively new economic mechanism to overcome the technological and structural backwardness of the economy and to implement the trend for the development of high-tech industrial and processing industries while limiting the raw materials direction. It is reasoned that institutional regulatory impulses should be aimed at creating a favorable investment climate, supporting competition and limiting monopoly, financial support for fundamental science, and development of innovative infrastructure; involvement of the key institute of economics in public-private partnership and state entrepreneurship. The theoretical and methodological conditions of the study deepen the practical principles of institutional regulation of economic dynamics.
