Напрями підвищення інвестиційної привабливості аграрного сектору економіки України в умовах воєнного стану

Abstract

У статті проаналізовано розвиток інвестиційної діяльності підприємств АПК як в період довійни Україні, так ів умовах оголошеного військового стану. Проведений аналіз динаміки та структури інвестицій у аграрну галузь України з 2015 по 2022 рік та динаміки капітальних інвестицій у сільське господарство показав, що стан інвестиційної діяльності в аграрному секторі знаходиться на низькому рівні, а інвестиційний клімат є несприятливим для інвесторів. Інвестиційний процес розглядається, як довгострокове вкладення коштів з метою створення нових і модернізації діючих сільськогосподарських підприємств при високих ймовірних ризиках для інвестицій. Охарактеризовано умови та чинники, які роблять аграрний сектор привабливим для вкладення капіталу: стабільність економічної ситуації, доступ до ринків, інноваційні технології, ефективне управління, сприятливе законодавство та ін., які роблять сільське господарство перспективним та безпечним напрямком для інвестування. На основі дослідження , в тому числі і зарубіжного досвіду, запропоновано напрями підвищення інвестиційної привабливості сільськогосподарських підприємств з метою залучення нових інвестицій, з метою повоєнного відновлення АПК України. The article analyzes the development of the investment activity of agribusiness enterprises, both in the period before the war in Ukraine and in the conditions of declared martial law. The goals and stages of the investment process are defined. The analysis of the dynamics and structure of investments in the agricultural sector of Ukraine from 2015to 2022, and the dynamics of capital investments in agriculture, showed that the state of investment activity in the agricultural sector is at a low level, and the investment climate is unfavorable for investors.Thus, the largest specific weight of capital investments in the agricultural sector in total capital investments was in 2017 -14.3%, and the smallest in 2019 -9.5%. Although in 2022 the amount of investments in the agricultural sector decreased, their specific weight increased to 12.5%, marking the first increase since 2018 when the specific weight decreased until 2021 (the decrease from 2018 to 2021 was 1 p. n.). Accordingly, the growth rate of capital investments in the economy in 2022 decreased by 39.2%, and the growth rate of capital investments in the agricultural sector decreased by 26.6%.The investment process is considered as a long-term investment of funds for the purpose of creating new and modernizing existing agricultural enterprises with high probable investment risks. The conditions and factors that make the agricultural sector attractive for capital investment are characterized: the stability of the economic situation, access to markets, innovative technologies, effective management, favorable legislation, etc., which make agriculture a promising and secure direction for investment. The study of the experience of the European Union in attracting investments in the agricultural sector allowed us to determine that in many countries of the European Union, there are specialized investment funds and banks that provide financial support to agriculture in the form of loans, grants, or have their share in agricultural enterprises. In addition to investment funds and banks, private investors who can invest in agricultural enterprises, cultivate land, develop agricultural technologies, etc., play an important role in attracting investments in the agricultural sector. On the basis of the research, including foreign experience, directions are proposed for increasing the investment attractiveness of agricultural enterprises to attract new investments, with the aim of post-war recovery of the agricultural sector of Ukraine.
