Механізм державного регулювання земельних відносин в контексті забезпечення сталого розвитку сільських територій

Abstract

У статті зазначено, що трансформація земельних відносин є ключовим аспектом забезпечення сталого розвитку сільських територій України. Уточнено зміст механізму державного регулювання земельних відносин в контексті забезпечення сталого розвитку сільських території. Наголошено, що механізм державного регулювання земельних відносин має сприяти реалізації соціально орієнтованої діяльності держави, спрямованої на забезпечення сталого розвитку сільських територій і збереження природних ресурсів для майбутніх поколінь. Систематизовано структурні елементи механізму державного регулювання земельних відносин в контексті забезпечення сталого розвитку сільських території. Відмічено, що виважене земельне адміністрування має велике значення длязабезпечення сталого розвитку сільських території. Зазначено, що механізм державного регулювання земельних відносин є інструментом, засобом розробки та реалізації економічної політики держави, що передбачає взаємозв’язок трьох її параметрів: цільові показники –інструменти політики –модель соціально-економічної системи. The article states that the transformation of land relations is a key aspect of ensuring the sustainable development of rural areas of Ukraine, which requires an integrated approach that takes into account economic, ecological and social aspects. This includes a number of aspects: land reform; stimulation of investments; preservation of natural resources; development of agricultural land; community participation. The content of the category mechanism of state regulation of land relations in the context of ensuring the sustainable development of rural areas, which is defined as a system of forms, methods and tools of influence aimed at ensuring the economically, ecologically and socially appropriate development of relations of use, ownership and disposal of land resources, has been specified. It is emphasized that the mechanism of state regulation of land relations should contribute to the implementation of socially oriented activities of the state aimed at ensuring the sustainable development of rural areas and the preservation of natural resources for future generations. The structural elements of the mechanism of state regulation of land relations in the context of ensuring the sustainable development of rural areas are systematized. It was established that the mechanism of state regulation of land relations in the context of ensuring the sustainable development of rural areas includes various instruments, namely: land legislation; planning and zoning; licensing and registration; financial incentives and subsidies; monitoring and control.It is noted that the mechanism of state regulation of land relations ensures the implementation of land ownership and the relationship between the interests of economic entities, the goals and results of production activities. The structure of the mechanism of state regulation of land relations covers three levels: macro level; meso level; micro level. It was noted that balanced land administration is of great importance for ensuring the sustainable development of rural areas. It is noted that the mechanism of state regulation of land relations is a tool, a means of developing and implementing the economic policy of the state, which involves the interrelationship of its three parameters: target indicators -policy instruments -a model of the socio-economic system.
