Механізми залучення інвестицій територіальними громадами України як інструмент підвищення їх інвестиційної привабливості

Abstract

Досліджено механізми залучення інвестицій територіальнимигромадами України в умовах децентралізації, як інструмент підвищення інвестиційної привабливості. Процес децентралізації, який активно розпочався після прийняття реформ у 2014 році, надав громадам більшу автономію в управлінні фінансовими ресурсами та стимулював розвиток локальних економік. У рамках сучасної парадигми ДСРР, яка надає пріоритет стимулюванню самодостатності територіальних громад, розробка та впровадження ефективних механізмів залучення інвестицій виступають ключовими стратегічними інструментами для посилення загальної інвестиційної привабливості українських регіонів. Аналізуються сучасні інструменти залучення інвестицій, що є ключовими для економічного зростання громад, серед яких інвестиційні договори, публічно-приватне партнерство (ППП), міжнародні гранти та фінансові програми ЄС. Особлива увага приділяється впливу децентралізації на здатність громад самостійно залучати інвестиції та розпоряджатися отриманими коштами для розвитку інфраструктури, підтримки малого та середнього бізнесу, а також реалізації соціальних проєктів. Окремо розглянуто проблеми, з якими стикаються громади під час залучення інвесторів, такі як недостатня прозорість процесів, корупційні ризики та брак досвіду у підготовці інвестиційних проєктів. У статті представлено приклади успішних практик залучення інвестицій у різних регіонах України, зокрема в сфері відновлюваноїенергетики, сільського господарства та туризму. Також розглянуто роль державних програм підтримки громад та їхній вплив на ефективність інвестиційних процесів. Основні висновки дослідження підкреслюють важливість впровадження сучасних підходів до інвестиційного планування, розвитку інституційної спроможності громад та підвищення інвестиційної привабливості через забезпечення прозорості та створення сприятливого бізнес-клімату. Стаття також пропонує рекомендації щодо подальшого вдосконалення нормативно-правової бази та інструментів підтримки громад у контексті залучення інвестицій. This study examines the mechanisms for attracting investments by Ukrainian territorial communities in the context of decentralization as an instrument for enhancing investment attractiveness. The decentralization process, which actively commenced following the adoption of reforms in 2014, has granted communities greater autonomy in managing financial resources and stimulated the development of local economies. Within the framework of the modern SSRD paradigm—prioritizing the promotion of self-sufficiency among territorial communities—the development and implementation of effective investment attraction mechanisms emerge as key strategic instruments for enhancing the overall investment appeal of Ukrainian regions. Contemporary tools for attracting investments, crucial for the economic growth of communities, are analyzed, including investment contracts, public-private partnerships (PPPs), international grants, and EU financial programs.Particular attention is paid to the impact of decentralisation on the ability of communities to attract investment and manage the funds received to develop infrastructure, support small and medium-sized businesses, and implement social projects. The article also discusses the challenges faced by communities in attracting investors, such as lack of transparency of processes, corruption risks, and lack of experience in preparing investment projects.The article presents examples of successful investment attraction practices in different regions of Ukraine, including in the fields of renewable energy, agriculture, and tourism. The role of government programmes tosupport communities and their impact on the efficiency of investment processes is also discussed. The main conclusions of the study emphasise the importance of introducing modern approaches to investment planning, developing the institutional capacity of communities and increasing investment attractiveness by ensuring transparency and creating a favourable business climate. The article also offers recommendations for further improvement of the regulatory framework and tools to support communities in attracting investment.Thus, the study is aimed at improving the understanding of the mechanisms of investment in territorial communities of Ukraine, which is an important step for their economic development in the context of decentralisation.
