Формування моделі державного регулювання підприємницької діяльності в умовах воєнного стану

Abstract

У відповідь на військовий стан та надзвичайні обставини, що паралізують бізнесову сферу, народжується необхідність у створенні потужного економічного фронту. У цей нелегкий час важливо розуміти, що економічна активність є ключем до стабільності й успіху держави під час конфлікту. Держава звертається до реформ та нових законів, щоб забезпечити підтримку українським підприємствам. Державна підтримка стає важливим інструментом для стимулювання бізнесу й збереження його функціонування в умовах кризи. Запропонована модель державного регулювання підприємницької діяльності в умовах воєнного стану, яка включає механізми та інструменти, щоб забезпечити стабільність та ефективність економіки під час кризових умов. До основних інструментів цієї моделі відносяться: квоти на виробництво і імпорт; міжурядові угоди та двосторонні домовленості; ринкова інфраструктура та державна підтримка; ресурсне забезпечення і інвестування в інновації; нормативно-правове забезпечення, регулюючі засоби State regulation of entrepreneurship plays a key role in the formation of an efficient and stable economy, contributing to the creation of conditions for the development of entrepreneurial initiative, increasing investments and ensuring the stability of social and economic development of society. From the beginning, the introduction of martial law in Ukraine caused not only significant losses in the potential for creating added value, but also contributed to significant structural changes. Many Ukrainians left the country and moved to the west of Ukraine, reducing the number of economically active population that participates in the creation of added value. The logistical collapse of the economy occurred due to the blockade of seaports, the suspension of air traffic and the suspension of road and rail traffic in the territory where hostilities are taking place. Entrepreneurship faced significant obstacles, including reduced production capacity due to lack of human and material resources, reduced demand in conflict regions, as well as the physical impossibility of doing business due to hostilities and logistical problems, resulting in the inability to sell products for export. Thus, state regulation of business activity remains a relevant and important topic, especially in the conditions of martial law, the stability of the country and its ability to solve global challenges. The state is turning to reforms and new laws to ensure support for Ukrainian enterprises. State support becomes an important tool for stimulating business and maintaining its functioning in crisis conditions. A proposed model of state regulation of business activity under martial law, which includes mechanisms and tools to ensure the stability and efficiency of the economy during crisis conditions. The main tools of this model include: production and import quotas; intergovernmental agreements and bilateral agreements; market infrastructure and state support; resource provision and investment in innovation; regulatory and legal support, regulatory means.
