Роль державно-приватного партнерства у розвитку системи вищої освіти

Abstract

У статті розглядається значення державно-приватного партнерства у сфері вищої освіти. Розкрито роль державно приватного партнерства у розвитку вищої освіти шляхом окреслення основних інтересів держави, закладів вищої освіти та приватного сектору, які є дієвими і перспективними учасниками при реалізації таких проектів. Серед основних інтересів відокремлено: підвищення якості та доступності освітніх послуг, комерціалізація результатів НДДКР, розвиток соціальної відповідальності бізнесу, підвищення рівня затребуваності випускників ЗВО з боку приватного сектору, підвищення якості трудових ресурсів. Окреслено основні функції, які виконує ДПП, а саме: ресурсна, відтворювальна, інтегруюча, інноваційна, соціальна. Обґрунтовано основні стратегічні цілі державно-приватного партнерства у сфері вищої освіти. Констатовано, що реалізація проектів на умовах ДПП повинно стати основним стратегічним ресурсом розвитку вищої освіти в Україні. The article considers the importance of public-private partnership in the field of higher education. The study identifies and systematizes the basic characteristics of public-private partnership. The role of public-private partnership in the development of higher education is revealed by defining the main interests of the state, institutions of higher education and the private sector, which are effective and promising participants. The prospective and parity participants of the implementation of public -private partnership projects were identified and including: government; business structures; universities. Among the main interests are highlighted: improving the quality and accessibility of educational services, commercializing the results of scientific activity, developing social responsibility of the business, increasing the level of demand for graduates from the private sector, improving the quality of personnel resources. The main functions of the public-private partnership include: resource, reproductive, integration, innovative, social. The main strategic goals of public-private partnership in the field of higher education are including: improving the quality of educational services; commercialization of university's scientific developments; development of the process of integration of the universities into the economic, educational and innovation space of the state and its regions. It was stated that the implementation of projects on the basis of public-private partnership should become the main strategic resource for the development of higher education in Ukraine. The fulfillment of the set goals will allow to solve the following tasks: development of the material and technical base; search of alternative sources of financing of scientific activity; increase of innovative activity; development of export of educational and scientific services provided by the universities; create of informational and infrastructural support for the universities integration into the economic space of regions, the state and the world educational and scientific space.
