Механізми державного управління у сфері охорони довкілля на регіональному рівні

Abstract

Виділеноосновні характеристики регіональнихекологічнихпрограм; визначеноосновніаспекти та рівніприйняттямісцевихекологічнихпрограм; охарактеризовано головнікризовіявища в досліджуваномурегіоніщодо стану охоронидовкілля; виділеноголовніекологічніпроблемиДніпропетровськоїобласті; запропонованоосновнінапрямиудосконаленнясистемиорганізаціїприродоохоронноїдіяльності; визначено, що головне завдання, яке стоїть перед органами владищодореалізаціїдержавноїполітики у сферіохоронидовкіллі – розробка і проведення в життя комплексу заходів, спрямованих на забезпеченняоптимальних умов проживаннянаселення; запропоновано та обґрунтованогіпотезу, щозбереженняприроднихекосистемрегіонуможливолише при одночасномузастосуваннізаходів, спрямованих на змінуситуації в галузіохоронинавколишньогосередовища в регіоні в цілому та механізмів, яківирішуютьконкретнілокальніпроблеми.

The main characteristics of regional environmental programs are highlighted (in particular, the main elements that should be reflected in the programs are determined); the main aspects and levels of adoption of local environmental programs are determined (in particular, it is determined that the programs are developed by local authorities of the state executive and executive committees of local councils); the main crisis phenomena in the studied region regarding the state of the environment are characterized (in particular, it is necessary to highlight the low level of culture of production and technological discipline, as well as low ecological consciousness of the society); the main environmental problems of the Dnipropetrovsk region are highlighted (in particular, it is necessary to highlight the high level of pollution of the air and water basins, the formation and accumulation of large volumes of industrial and domestic waste, the unsatisfactory situation in the field of handling unusable chemical plant protection products, the lack of capacity of existing treatment plants in the most technogenic – loaded cities of the region, reduction of species diversity of plants and animals); the main directions of improvement of the organization of environmental protection activities are proposed (in particular, it is necessary to highlight the creation of the latest regulatory and legal acts for harmonization of the requirements of ecological security with the possibilities of economic development, deepening of scientific provision of procedures for the formation and implementation of environmental policy, stimulation of awareness of the wide circles of the public, strengthening of personal and departmental responsibility for compliance with environmental legislation, international, regional, political peculiarities of the development of legislation and socio-economic conditions); it is determined that the main task faced by the authorities in implementing state policy in the field of environmental protection is the development and implementation of a set of measures aimed at ensuring optimal living conditions for the population.
