Кластер як механізм модернізації рекреаційної сфери регіону

Abstract

Узагальнено теоретичні підходи до розгляду кластеру як механізму модернізації рекреаційної сфери регіону. Визначено, що характерною ознакою сутності туристично-рекреаційного кластера є об’єднання окремих елементів і компонентів в єдине ціле для виконання у взаємодії певної функції або реалізації певної мети. Визначено мету та переваги застосування кластерного підходу в розвитку рекреаційної сфери. Сформульовано передумови заснування рекреаційного кластеру. Використовуючи кластерний підхід для розвитку і регулювання рекреаційної сфери в регіоні, доведено головні висновки, зроблені Портером, - чим більше розвинені рекреаційні кластери, тим вище рівень життя населення і конкурентоспроможність регіону в цілому. It is determined that the purpose of the activity of the tourist-recreational cluster is to combine the possibilities and capacities of partners to create innovative mechanisms of state regulation of tourist services, diversify the tourism product to improve and improve it, joint development and implementation of marketing policies, advertising and branding of tourist destination, participation in investment projects and state programs for the development of the tourist region, etc. Application of the cluster approach in the development of the recreational sphere, allows creating favorable conditions for the development of private business, to form priorities, to subordinate all branches of the economy of one main area. In addition, the number of taxpayers and the tax base increases (small and medium business management centers tend to be on the same territory as the business itself, unlike vertical corporations), there is a convenient tool for interacting with business, reducing dependence from individual business groups, there are grounds for diversifying the economic development of the territory. Business also has its advantages - the personnel infrastructure is improving; there is an infrastructure for research and development; costs are decreasing; there are opportunities for more successful entry into international markets. The preconditions for establishing a recreational cluster are formulated: the recreational potential; the interest of the institutions and subjects of the recreational sphere in increasing the profitability and competitiveness of recreational services, bringing them closer to international standards. So, the application of a cluster approach can not only stimulate the development of local recreational business, but also attract significant investments in the region, including domestic ones, as from the recreation themselves, who are interested in buying recreational services. In view of this, the initiator (interested party) of the establishment of a recreational cluster should be the territorial power, and the head of the cluster should be a public organization that will pursue the interests of the community, rather than commercial interests.
