Зміни доходів та видатків місцевих бюджетів в процесі фінансової децентралізації: досвід ЄС в українських реаліях

Abstract

Стаття присвячена аналізу змін у доходах та видатках місцевих бюджетів в результаті реформування місцевих фінансів України в умовах євроінтеграції та порівнянню їх з показниками країн ЄС з метою виявлення та подолання основних проблем, що перешкоджають подальшому розвитку сфери місцевих фінансів та підвищенню добробуту населення. Наведено ключові результати проведення реформи фінансової децентралізації в Україні та в ряді країн ЄС (Іспанії, Італії, Польщі та Франції). Відмічено загальну тенденцію до збільшення власних доходів місцевих бюджетів як в країнах ЄС, так і в Україні. Визначено тенденцію змін у видатках місцевих бюджетів України та акцентовано увагу на необхідності подальшого зміцнення місцевих фінансів. Окреслено напрями розвитку місцевих фінансів в результаті завершення реформи децентралізації у контексті підвищення добробуту населення. The relevance of the study of changes in revenues and expenditures of local budgets at the final stage of financial decentralization reform in Ukraine is determined by the necessity of assessment the effectiveness of its implementation, making necessary adjustments to enhance the impact on welfare, taking into account of the European Union (EU) experience. The article is devoted to the analysis of changes in local budget revenues and expenditures in consequence of reforming Ukraine's local finances in the context of European integration and to comparing them with EU indicators to identify and overcome major problems hindering further development of local finances and welfare. The financial decentralization reform key results in Ukraine and in EU countries are presented. The local finances of such countries as Spain, Italy, Poland and France, which are the closest to Ukraine in terms of size and population, are considered. Found that the current organization of local finance Ukraine practically corresponds to the level closest to it (land area, population and form of government) EU. There is a general tendency to increase local budget revenues in both EU countries and Ukraine. Comparison of own revenues of local budgets per capita in EU and Ukraine, as one of population welfare indicators. It was noted that despite the positive trend to this index significant increase in Ukraine in 2015-2019, respectively, in monetary terms, 1 inhabitant of Ukraine is much less than the revenues of local budgets in EU. The causes for this discrepancy are established. It is shown that significant part of GDP is generated by small and medium-sized businesses in EU, they are the main local budgets source. The basis of Ukraine local budgets revenues is determined and local finances development directions in Ukraine are substantiated. The main factor of the further development of Ukraine's local finances is GDP growth, which can be promoted through the development and effective implementation of socio-economic development programs, including regional ones. The directions of strengthening local finances as a result of the decentralization reform completion in the context of improving the population welfare are outlined.
