Система аграрного страхування як комплексний інструмент управління ризиками

Abstract

У статті розглянуто системи аграрного страхування як комплексного інструменту управління ризиками, наведено моделі страхування сільськогосподарської продукції в зарубіжних країнах та Україні, порядок аграрного страхування за міжнародними системами страхового захисту, які пропонують програми страхування за участі та підтримки державного субсидіювання. Стаття присвячена визначенню ролі адаптованих систем страхового захисту аграрних виробників за моделями міжнародного досвіду. Визначено функції Аграрного страхового пулу та особливості страхування сільськогосподарських ризиків на українському ринку. Запропоновано застосування сучасної системи аграрного страхування, яку можна використовувати як комплексний інструмент управління сільськогосподарськими ризиками. Запропоновано використання державних програм страхового захисту агровиробництва за рахунок обов’язкових страхових резервів, формування яких матиме цільове призначення. Today, positive changes are taking place in the Ukrainian agricultural insurance market, and the major factor in the development of the insurance sector is the large role of the state. At the same time, due to lack of budget funds and other objective reasons, the government was forced to refuse to finance the previously implemented subsidized agricultural insurance program, thus the state lost the position of an active manager in this market. But in the future agrarian insurance through further systematic partnership of farmers, insurers and the state needs further development. Basic features of insurance in agriculture will contribute to the development of this industry. The purpose of the article is to systematize the systems of insurance protection of agricultural production as a comprehensive method of risk management. In determining the feasibility of agrarian insurance in Ukraine, the primary problem of state subsidization arises, in such market conditions of economic development will contribute not only the participation of the state, but also mutual support of agrarians and farmers – participants of the Agrarian Insurance Pool. The author considers agricultural insurance systems as an integrated risk management tool in the article, provides agricultural insurance models in foreign countries and Ukraine, considers the agricultural insurance procedure for international insurance protection systems that offer insurance programs with the participation and support of state subsidies. The article is devoted to the definition of the role of adapted insurance protection systems of agricultural producers according to international experience models. The functions of the Agrarian insurance pool and the features of agricultural risk insurance in the Ukrainian market are determined. The conducted research has shown the necessity of creation of an effective system of insurance protection of agrarian producers in order to ensure their financial reliability in the conditions of integration development of the insurance market. The use of a modern insurance system is proposed, which can be considered as a comprehensive tool for managing agricultural risks.
