Парадигми розвитку ринку агрострахування в Україні

Abstract

В статті розкрито сутність програм аграрного страхування, ураховуючи критерії та властивості конкретної програми. Досліджено особливості функціонування ринку агрострахування в Україні. Страхування ризиків сільськогосподарського виробництва є важливим елементом системи фінансово-кредитного забезпечення сільськогосподарських виробників. Проведено порівняння страхової практики в зарубіжних країнах на підставі міжнародного досвіду, а також європейських програм із державною підтримкою страхового захисту в аграрному виробничому секторі. Охарактеризовано комплексне страхування аграрних ризиків в Україні за рахунок створення обов’язкових страхових резервів. Розглянуто комплекс інноваційних страхових продуктів, що пропонують страховики для захисту аграрних ризиків. Проаналізовано динаміку страхових виплат українських страховиків з аграрного страхування. Визначено рейтинг страховиків на ринку страхування сільськогосподарської продукції. The article describes the essence of agrarian insurance programs, taking into account the criteria and properties of a particular program. Paradigms of development of the Ukrainian market of agricultural insurance remain insufficiently studied, which confirms the relevance of this topic and the solution of problems in this field. The purpose of this article is to determine the prospects for the development of the agricultural insurance market in Ukraine, taking into account the European experience and foreign countries, as well as to provide research into the prospective directions of insurance protection programs in the agricultural sector. Risk insurance of agricultural production is an important element of the system of financial and credit support of agricultural producers. The author examines the experience of foreign countries and European insurance practice. The features of functioning of the market of agricultural insurance in Ukraine are investigated. Comparison of insurance practices in foreign countries on the basis of international experience, as well as European programs of insurance protection in the agricultural production sector. The complex insurance of agrarian risks in Ukraine is characterized. The complex of innovative insurance products offered by insurers for protection of agrarian risks insurance market is identified. Agricultural risk insurance in Ukraine involves comprehensive insurance of crops that are subject to compensation by the state, and more precisely the provision as part of payment of insurance compensation in the form of subsidies. The dynamics of insurance payments of Ukrainian insurers on agrarian insurance is analyzed. The rating of insurers in the market of agricultural products insurance is determined. Studies have shown that not only insurance companies and agricultural producers are involved in the development of agricultural insurance programs, but also the state. In insurance practice it is proved that new programs of insurance protection are urgently needed by agricultural producers and the state to ensure the food security of the country.
