Динамічний розвиток українського аграрного страхового ринку

Abstract

Автором розглянуто проблеми та перспективи розвитку страхового ринку України та визначено першочергову роль державної підтримки під час фінансового забезпечення агровиробничого ринку на підставі досвіду зарубіжних країн. Але її відсутність на українському страховому ринку передбачає інші корпоративні напрями розвитку агрострахування поряд з учасниками на ринку продажу послуг страхування. Розглянуто пер¬спективи агрострахування малого підприємства в аграрній сфері, зокрема фермерських господарств, а також визначено ступінь захисту ризиків сільськогосподарського виробництва під час кредитування. Подано динаміку рентабельності, врожайності сільськогосподарських культур, а також обсяги внесення органічних добрив для їх вирощування та проведено дослідження щодо рівня збитковості сільськогосподарських підприємств, порівняння врожайності сільськогосподарських культур у Дніпропетровській області. The author considers the problems and prospects of the insurance market development in Ukraine. In agriculture, production remains a high-risk business, so farmers face many risks and production problems that make their incomes volatile, and low market prices make agricultural production unprofitable. The primary role of state in the financial support of the agricultural market on the basis of the experience of foreign countries is determined. But the absence of insurance on Ukrainian market provides other corporate areas of agricultural insurance development along with other participants on the market of insurance services. In recent years, there has been an increasing participation of many commercial organizations in providing the insurance services in the agricultural sector, focused on the protection of agri¬cultural production risks. Ukrainian agricultural insurance can be improved by the system of agricultural enterprises partnership and in this case, insurers of Ukraine will require additional development and management of agricultural workers. Prospects of agroinsurance of a small enterprise in the agrarian sphere, including farms, are considered, and the degree of risks protection of agricultural production at crediting is defined. The article analyzes the dynamics of profitability, crop yields, as well as the amount of organic fertilizers for their cultivation. A study on the level of unprofit¬ability of agricultural enterprises, the comparison of grain and legume yields of Dnipropetrovsk region was carried out. So, there is a great need for state subsidies to the agricultural sector of the economy, which will ensure food security in the country, will direct the export of quality agricultural products to foreign export markets, will increase the level of GDP. In foreign countries, for example, farmers will not be able to receive full state support without an insurance contract with insurance companies. So, in Ukraine, it is necessary to take into account the insurance practice of other countries to transform agricultural insurance and provide its opportunities for the needs of risk management of agriculture and agricultural production.
