Стратегії державних пріоритетів в контексті сценарного форсайту управління інноваційною економікою: моделювання науково-технічного та інтелектуального потенціалу

Abstract

У статті розглянуто моделювання науково-технічного та інтелектуального потенціалу в стратегіях державних пріоритетів у контексті сценарного форсайту управління інноваційною економікою. Доведено, що держава повинна визначати стратегії формування державних пріоритетів у контексті сценарного форсайту розвитку інноваційної економіки України. Та водночас бути головним мотиватором реалізації інноваційних ідей, які зароджуються на теренах національної суб'єктивної свідомості під впливом різноманітних сценаріїв розвитку економіки. В процесі визначення стратегії формування державних пріоритетів розвитку підприємництва актуалізовано уникнення шаблонного копіювання досвіду інших країн у перетворенні інституціональної матриці, стимулюванні інновацій та науково-технічного прогресу. Залучення позитивного досвіду запропоновано здійснювати лише з урахуванням принципу цілепокладання в межах державної стратегії, враховуючи соціально-орієнтовану модель підприємництва з неповторною ментальністю (неформальними правилами) українського народу. The article considers the modeling of scientific, technical and intellectual potential in the strategies of state priorities in the context of the scenario foresight of innovation economy management. It is proved that the state should determine strategies for the formation of state priorities in the context of the scenario foresight of the development of Ukraine's innovative economy. But at the same time to be the main motivator for the implementation of innovative ideas that emerge in the national subjective consciousness under the influence of various scenarios of economic development. In the process of determining the strategy of formation of state priorities for entrepreneurship development, the avoidance of stereotyped copying of the experience of other countries in the transformation of the institutional matrix, stimulation of innovations and scientific and technological progress was actualized. In order to implement the scenario of the "New Innovation Course" it is proposed to take into account the following priorities of business development: stimulating the development of innovation clusters; support of the national labor market; updating national legislation on entrepreneurship and innovation; transformation of the institutional matrix capable of ensuring the development of entrepreneurship in an innovative economy; moderate state intervention in economic processes, with planning of such intervention according to the temporal logic of innovation economy development It is proposed to attract positive experience only taking into account the principle of goal setting within the state strategy, taking into account socially oriented business model with unique mentality (informal rules) of Ukrainian people. The study provides an opportunity to argue that the development of entrepreneurship in an innovative economy contributes to a balanced state strategy in the process of determining state priorities for business development. Such strategy should ensure the intensification of innovation in all sectors of the economy and satisfy the economic interests of all economic entities through the introduction and increase of scientific, technical and intellectual potential of the country. In order to increase the intellectual potential of the country there is a need to create an innovative infrastructure taking into account the labor market as the main supplier of intellectual resources for entrepreneurship.
