Політична освіта та політична культура як основа формування сучасних публічних службовців

Abstract

Стаття направлена на проведення комплексного аналізу особливостей політичної освіти та політичної культури як основи формування сучасних публічних службовців та обґрунтування їх стану на сучасному етапі, а також визначення їх ролі у сучасності та у майбутньому. Зазначено, що політична освіта та політична культура є невід'ємною частиною якісної підготовки публічних службовців, здатних впроваджувати демократичні цінності та забезпечувати прозоре й відповідальне управління. Констатовано, що проблемами у формуванні сучасних публічних службовців є: недостатня сформованість політичної культури у сучасної публічно-управлінської еліти; невідповідність політичної культури національному характеру та традиціям української нації; збереженість постколоніальної політичної культури; відсутність остаточної реалізації мрії про власну незалежну державу, оскільки російсько-українська війна є прямою загрозою незалежності України; високі корупційні ризики та низька етична культура; низька комунікаційна культура та брак навичок взаємодії з громадянами. Запропоновано основні напрями формування сучасних публічних службовців:створення та впровадження комплексної програми з політичної освіти, що включає основи демократичних процесів, етичних стандартів і взаємодії з громадськістю; впровадження електронних платформ для он-лайн-навчання та тестування, що допомагають розвивати знання в галузі політичної освіти та ефективно використовувати сучасні технології в публічному управлінні; розробка програм, орієнтованих на етичне виховання службовців з акцентом на прозорість, відповідальність і боротьбу з корупцією та інші. The article is aimed at carrying out a comprehensive analysis of the features of political education and political culture as a basis for the formation of modern public servants and substantiating their status at the current stage, as well as determining their role in the present and in the future. It is noted that political education and political culture are an integral part of the quality training of public servants capable of implementing democratic values and ensuring transparent and responsible governance. It was established that the problems in the formation of modern public servants are: insufficient formation of the political culture of the modern state-management elite; inconsistency of political culture with the national character and traditions of the Ukrainian nation; preservation of post-colonial political culture; lack of final realization of the dream of own independent state, since the Russian-Ukrainian war is a direct threat to the independence of Ukraine; high corruption risks and low ethical culture; low communication culture and lack of interaction skills with citizens. The main requirements for political education as a process and phenomenon are defined: political education must be neutral; political education of citizens should not be aimed at forming loyalty to only one political force; political education should prepare citizens for constructive participation in the political process; political education should ensure the upbringing and formation of such citizens who can be part of a better political culture. The main directions of the formation of modern public servants are proposed: the creation and implementation of a comprehensive program on political education, which includes the basics of democratic processes, ethical standards and interaction with the public; introduction of electronic platforms for online learning and testing that help develop knowledge in the field of political education and effectively use modern technologies in public administration; development of programs focused on the ethical education of employees with an emphasis on transparency, responsibility and the fight against corruption, and others.
