Формування інструментів регулювання ефективного використання земельно-ресурсного потенціалу сільськогосподарських підприємств

Abstract

Визначено роль і значення землі у галузях національної економіки та виділено її особливості як об'єкта ринкових відносин. Земельно-ресурсний потенціал країни визначено як результат загальної економічної оцінки всіх сільськогосподарських угідь, здійсненої в єдиній системі земельного кадастру. Обгрунтовано, що системність підходу щодо ефективності використання земельно-ресурсного потенціалу сільськогосподарських підприємств обумовлена взаємопов'язаними та взаємодоповнюючими регулюючими інструментами законодавчого забезпечення, соціально-економічних і екологічних критеріїв використання земель сільськогосподарського призначення. Поєднання регулюючих інструментів земельно-ресурсного потенціалу передбачає формування складної конструкції компонент, які утворюють розподільчу структуру елементів його ефективного використання. Ідентифіковано фактори формування рівень соціально-економічного добробуту людських ресурсів в контексті ефективного землекористування та використання земельно-ресурсного потенціалу: багатофункціональність, муль-тисекторальність, гнучкість системи підтримки господарської діяльності землевласників та землекористувачів, транспарентність. Встановлено, що для різних видів земельних ресурсів використовується певний інституціональний набір інструментів державного впливу і певна структура елементів земельних відносин. The author defines the role and importance of land in the sectors of the national economy and highlights its peculiarities as an object of market relations. The country's land and resource potential is defined as the result of a general economic assessment of all agricultural land carried out in a unified land system. Regulation of the efficiency of the use of land and resource potential of agricultural enterprises for the use and protection of agricultural land is one of the central positions for ensuring the balance of agricultural development. It is substantiated that the systematic approach to the efficiency of the use of land and resource potential of agricultural enterprises is due to interrelated and complementary regulatory instruments of legislative support, socio-economic and environmental criteria for the use of agricultural land. The combination of regulatory instruments of land and resource potential involves the formation of a complex design of components that form the distributional structure of the elements of its effective use. The study of theoretical concepts of implementation of land relations proves that land relations are a complex economic category that combines elements of socio-economic, environmental and legal relations, which requires the formation of an effective regulatory mechanism. It is focused on creating a platform for the efficient use of land and resource potential, taking into account national interests in agricultural production. The factors of formation of the level of socio-economic well-being of human resources in the context of efficient land use and use of land resource potential are identified. It is established that for different types of land resources a certain institutional set of instruments of state influence and a certain structure of elements of land relations are used. It is proved that regulatory instruments in the aggregate of components of land and resource potential are of particular importance in coordinating socio-economic incentives, economic guarantees and sanctions for differentiation of land rent, granting benefits for the collection of land payments, recognizing the amount of fines for violations in land relations, and introducing financial support for expanding the scope of land use by agricultural enterprises.
