Взаємодія влади та громадянського суспільства в контексті євроінтеграційних процесів в Україні

Abstract

Світова практика організації та практичної реалізації взаємодії держави та громадянського суспільства свідчить про те, що для досягнення соціально-економічних цілей, взаємодія органів державної влади та громадянського суспільства, як правило, створює позитивний синергетичний ефект та дає ефективний результат розвитку. Констатовано, що взаємодія громадянського суспільства із державною владою є складним двостороннім процесом. Визначено, що до звичайних форм участі інститутів громадянського суспільства в державному управлінні належать: громадські консультації, створення та функціонування громадських (експертних) рад у діяльності суб'єктів державного управління; громадська експертиза діяльності органів влади, антикорупційна громадська експертиза діяльності громадськості суб’єкти; забезпечення можливості електронного звернення громадян до суб’єктів публічної адміністрації; забезпечення можливості спілкування громадян із суб’єктами державного управління. Запропоновано комплекс заходів, які направлені на підвищення ефективності взаємодії громадянського суспільства та держави на сучасному етапі в Україні в контексті євро інтеграційних процесів, серед яких: посилення ролі та впливу дорадчих структур при органах державної влади; активне залучення громадських організацій до експертиз проектів законодавчих та нормативних актів; розробка та втілення у життя державної програми професійної підготовки спеціалістів у галузі менеджменту громадських організацій через систему державних та приватних ЗВО тощо. The world practice of organization and practical implementation of the interaction between the state and civil society shows that in order to achieve socio-economic goals, the interaction of state authorities and civil society, as a rule, creates a positive synergistic effect and gives an effective development result. It was established that the interaction of civil society with the state power is a complex two-way process. The purpose of the article is to analyze the formation of relations between the state and civil society, to identify the components of the mechanism of interaction between the state and institutions. civil society in the context of European integration processes. It was determined that in the context of European integration processes, it is important to choose an effective form of interaction between the authorities and civil society. Usually forms of participation of civil society institutions in state administration include: public consultations, creation and functioning of public (expert) councils in the activities of state administration subjects; public examination of the activities of authorities, anti-corruption public examination of the activities of public entities; ensuring the possibility of electronic appeal of citizens to subjects of public administration; ensuring the possibility of communication between citizens and subjects of state administration. A set of measures aimed at improving the effectiveness of interaction between civil society and the state at the current stage in Ukraine in the context of European integration processes is proposed, including: strengthening the role and influence of advisory structures at state authorities; active involvement of public organizations in the examination of draft legislative and regulatory acts; development and implementation of the state program of professional training of specialists in the field of management of public organizations through the system of public and private higher education institutions, etc. In order to improve the interaction between the state and civil society, competition mechanisms should be developed and the quality of population representation in state authorities should be improved, the institution of civil service should be improved, and the professionalism and quality of personnel of state authorities should be increased. In addition, in order to intensify the participation of civil society in public administration, develop and include relevant training courses in educational programs of educational institutions.
