Оцінка стану та розвитку інвестиційної привабливості сільськогосподарських підприємств України

Abstract

Доведено, що інвестиційна привабливість є незаперечним фактором стабільного соціально-економічного розвитку країни. Суть інвестиційної привабливості включає оцінку рівня розвитку інвестиційної інфраструктури, людського капіталу, фінансових можливостей, що суттєво впливають на формування прибутковості вкладених основних фондів та інвестиційних ризиків. Аграрний сектор України є інвестиційно привабливий і має потужний потенціал для збільшення обсягу валової сільськогосподарської продукції та забезпечення населення якісними харчовими продуктами. Для підвищення рівня інвестиційної привабливості аграрного сектору рекомендуємо органам влади впровадити механізм накопичення вільних коштів, зокрема, у венчурних фондах; створити інноваційну систему страхування ризиків; накопичення державних коштів у рамках систем соціального та пенсійного страхування та їх спрямованість на довгострокове кредитування інвестиційної діяльності; посилення інвестиційної активності населення та забезпечення гарантованого захисту своїх заощаджень. Agricultural enterprises in Ukraine require a considerable investment income. The paper studies the main problems and conditions for investment into agricultural enterprises, the scope and dynamics of their investment provision. The results of agricultural enterprises activity depend directly on the state of their fixed assets. This is one of the biggest vulnerabilities of agricultural enterprises, which makes it impossible for the economy of Ukraine to demonstrate decent results. Investments should be used primarily for the development of material and technical basis of agricultural enterprises, because the fixed assets always depreciate, the term of their use in many enterprises exceeds 15 years and their number is constantly decreasing. It is proved that investment attractiveness is an indisputable factor in the stable socioeconomic development of the country. The essence of investment attractiveness of region as aggregate conditions characteristic of the country is determined, which includes assessment of development level of investment infrastructure, human capital, financial opportunities, which significantly affect the formation of profitability of invested fixed assets and investment risks. Investment attractiveness of an individual region of Ukraine is assessed. It is proved that agricultural sector of Ukraine is investment-attractive and has a powerful potential for increasing the volume of gross agricultural products and providing the population with quality food products. The main problems connected with the receipt of investments into the economy of the region are determined, ways of their solution are revealed. In order to improve investment attractiveness level of agricultural sector of Ukraine, we recommend authorities to work in the following areas: introduction of free funds accumulation mechanism, in particular, in venture funds; creation of innovative risks insurance system; accumulation of public funds within the framework of social and pension insurance systems and their focus on long-term lending of investment activity; strengthening investment activity of population and ensuring guaranteed protection of their savings.
