Удосконалення механізмів взаэмодії органів публічної влади та інститутів громадянського суспільства

Abstract

В статті розглянуто роль та значення громадянського суспільства у становленні сучасної моделі українського суспільства. Метою статті є аналіз процесів розвитку громадянського суспільства в Україні, формулювання пропозицій і рекомендацій щодо удосконалення механізмів взаємодії органів публічної влади та інститутів громадянського суспільства. Зазначено, що основним завданням є пошук оптимального, гармонійного співвідношення участі держави у суспільних справах зі створенням комплексу таких механізмів взаємодії влади та суспільства, які б не перешкоджали, а сприяли розвитку громадянського суспільства. Запропоновано під громадянським суспільством розуміти специфічне та високоорганізоване об’єднання громадян, яке має високі економічні, соціальні, політичні та морально-культурні цінності, де на основі правових норм реалізуються відповідні обов’язки громадян, а держава виступає гарантом цих прав. It was established that the purpose of interaction is to improve the quality of life, ensure the sustainable development of social relations and solve social problems, which is carried out within the framework of legislation on a mutually beneficial basis and which includes informing citizens about the activities of associations and authorities, promoting the participation of citizens in the development, discussion and adoption state management decisions, their control and implementation. The following main types of interaction are highlighted: the involvement of civil society institutions in consultations and the adoption of power-management decisions; public control over the activities of executive authorities; information publicity, openness and transparency; joint implementation of socially important programs. The main principles of interaction between state bodies and institutions of civil society are proposed to be defined as: recognition by state authorities of the rights and legitimate interests of civil society institutions to participate in the formation and implementation of state policy; ensuring the rights and legitimate interests of civil society institutions by state authorities; non-interference of state authorities in each other’s activities, with the exception of cases provided for by current legislation; transparency and collegiality in the development of joint decisions and their implementation; responsibility for the fulfillment of assumed obligations; equal rights of civil society institutions to state support in cases provided for by current legislation; state control over the activities of civil society institutions, including the use of state budget funds; public control over state authorities in accordance with current legislation.
