Потенціал капіталізації комунальних підприємств в Україні в умовах децентралізації

Abstract

Стаття присвячена дослідженню потенціалу капіталізації комунальних підприємств в умовах децентралізації. Наголошено на необхідності капіталізації підприємств комунальної сфери у системі місцевих фінансів. Окреслено перспективи капіталізації комунальних підприємств в умовах децентралізації. Зроблено висновок, що потенційні можливості капіталізації більшості підприємств на сучасному етапі є низькими, що потребує активної бюджетно-податкової та інвестиційно-інноваційної політики. Необхідною є розробка загальнонаціональної стратегії розвитку комунального господарства, конкретизованої за галузями на рівні громад. Нагальним є зміцнення інституту соціальної відповідальності держави, органів місцевого самоврядування, громад, населення за належне функціонування комунальних підприємств та зростання потенціалу їх капіталізації. В умовах загострення воєнних та фінансових ризиків та післявоєнного розвитку громад актуальним стає активне стимулювання/заохочення розвитку муніципально-приватного партнерства у комунальній сфері. The article is devoted to the study of the capitalization potential of communal enterprises in conditions of decentralization as a basis for their development and improvement of the quality of life of the population. Capitalization is considered as the process of transformation of financial and other resources (human, informational, etc.) of utility enterprises into capital. Real and potential sources of financial resources of utilities enterprises are outlined. It was emphasized that, taking into account the unstable financial condition of communal enterprises in Ukraine, the unprofitability of a significant number of them and the peculiarities of financial support, it is important to intensify work at all levels of management and in communities to improve their financial condition. Today, this primarily concerns the reduction of indebtedness of the population and the state to communal enterprises for the provision of communal services. The process of decentralization has opened up new opportunities for the involvement of local finances in the socio-economic development of communal enterprises and territorial communities in general. The growth of the financial capacity of the budgets of territorial communities in the process of budget decentralization is shown. The level of budget expenditures for the support of communal enterprises, in particular housing and communal services, was assessed. Emphasis is placed on the unsystematic nature of this process in territorial communities, the lack of transparency in determining the priority areas of funding, the untimeliness of publicizing or the general lack of reporting to the community regarding the effective use of financial resources by communal enterprises, mainly following the policy of "patching holes". In the conditions of martial law, significant financial resources are directed to the restoration of critical infrastructure facilities. The prospects of capitalization of utility companies in conditions of decentralization are outlined. It was concluded that the capitalization potential of most enterprises at the current stage is low, which requires an active budget-tax and investment-innovation policy, involvement of socially responsible business in the territory of presence (in territorial communities). It is necessary to develop a national strategy for the development of the communal economy, specified by industry at the community level. It is urgent to strengthen the institution of social responsibility of the state, local self-government bodies, communities, and the population for the proper functioning of communal enterprises and the growth of their capitalization potential. In the conditions of aggravation of war and financial risks and the post-war development of communities, active stimulation/encouragement of the development of municipal-private partnership in the communal sphere is becoming relevant.
