Цифрові інститути в забезпеченні розвитку медичної сфери України

Abstract

У статті обґрунтовані стратегічні імперативи та інструменти інституціонального регулювання розвитку сфери охорони здоров’я в умовах цифровізації. Встановлено, що формування конкурентного ринку медичних послуг та подальший розвиток медичної сфери потребують інституціональної системності в реалізації трансформаційних змін, врахування національних особливостей та сучасних світових практик й інструментів управління сферою охорони здоров'я. Обгрунтовано переваги формування проміжних інституцій та інститутів в медичній сфері за допомогою трансформації їх існуючих форм у проміжні та подальші зміни для створення оптимального інституту. Визначено, що інституціональна цифровізація охопила процеси надання послуг й управління в медичній сфері та сформувала новий організаційний базис її функціонування, завдяки автоматизації, використанню штучного інтелекту, Інтернету речей, хмарних обчислень і блокчейн.

The article substantiates the strategic imperatives and tools for institutional regulation of the development of the healthcare sector in the context of digitalization. It is established that the formation of a competitive market for medical services and further development of the medical sphere require institutional consistency in the implementation of transformational changes, taking into account national characteristics and modern world practices and tools for managing the healthcare sector. The advantages of forming intermediate institutions and institutes in the medical sphere through the transformation of their existing forms into intermediate and further changes to create an optimal institution are substantiated. It is determined that institutional digitalization has covered the processes of service provision and management in the medical field and has formed a new organizational basis for its functioning, thanks to automation, the use of artificial intelligence, the Internet of Things, cloud computing and blockchain.
