Механізми реалізації державно-приватного партнерства у сфері малого та середнього бізнесу

Abstract

Визначено сутність державно-приватного партнерства як одного із ключових механізмів реалізації політики модернізації економіки України. Проведений широкий аналіз основного інституціально-правового забезпечення державно-приватного партнерства. Досліджено основні завдання органів державної влади у розвитку взаємодії з малим та середнім бізнесом. Проаналізовано основні функції, які може виконувати державно-приватне партнерство в Україні, охарактеризовано основні бар’єри, які обмежують його розвиток. Обговорюється приклади успішного застосування механізмів державно-приватного партнерства в розвинених країнах. The essence of public-private partnerships, as one of the key mechanisms for implementing policies to modernize the economy ofUkraine, is determined. Extensive analysis of the main institutional and legal support public-private partnerships is conducted. The basic tasks of public authorities in the development of cooperation with small and medium-sized businesses are investigated. The basic functions that can perform public-private partnership inUkraineare analyzed. The basic barriers that limit the development of public-private partnership inUkraineare characterized. The successful application of mechanisms of public-private partnerships in developed countries is analyzed. Attention is focused on the creation of free economic zones as one of the areas of small and medium-sized businesses and the formation of partnerships between government and business. Modern free economic zones, operating inUkraine, are investigated. Promising directions and mechanisms of development of public-private partnership inUkraineare formed.
