Економічні інструменти повоєнного відновлення сільських територій

Abstract

У статті досліджено економічні інструменти, які можуть бути використані для повоєнного відновлення сільських територій України, що зазнали значних втрат внаслідок бойових дій. Акцент зроблено на комплексному підході до відновлення, який поєднує фінансово-кредитні, бюджетні, інституційні та інноваційні механізми. Розкрито роль місцевих громад, децентралізації та публічно-приватного партнерства у забезпеченні ефективної політики відновлення. У роботі представлено класифікацію економічних інструментів та визначено пріоритети їх застосування відповідно до потреб конкретних територій. Запропоновано концептуальну модель відновлення, що враховує не лише економічні чинники, а й соціальні аспекти, інфраструктурні потреби та людський капітал. Наукова новизна полягає у формуванні системного підходу до управління повоєнною трансформацією сільських територій на основі сучасних економічних важелів.

This article is devoted to the study of economic instruments that can be used for the post-war recovery of rural areas in Ukraine. As a result of the full-scale military invasion, a significant part of Ukrainian villages has suffered from the destruction of infrastructure, the decline of agricultural production, the loss of labor resources, and the deterioration of living standards. The recovery of these territories is a key task of state policy, requiring a systematic approach and comprehensive use of economic levers to stimulate development. The paper explores conceptual approaches to post-war recovery and classifies economic instruments into four main groups: budgetary and fiscal tools, financial and credit mechanisms, institutional instruments, and innovation- and technology-based solutions. Special attention is given to the role of local communities in strategic planning processes, the application of decentralization mechanisms, and the establishment of partnerships among the state, business sector, and international donors. An integrated model for rural recovery is proposed, based on the combination of government support, private initiatives, cooperative practices, and innovative governance approaches. The study assesses the potential for attracting financial resources from various sources, including international aid, EU recovery programs, and crowdfunding platforms. It is emphasized that the key to successful recovery lies not only in infrastructure investment but also in the support of human capital, the development of local economies, and the restoration of social cohesion. The scientific novelty of the study lies in the development of a modern classification of economic instruments focused on the needs of rural communities in the post-war context, as well as the design of a systemic model of economic recovery policy that incorporates both material and socio-economic factors
