Економічна ефективність впровадження заходів з охорони праці

Abstract

За останні роки на підприємствах України умови праці значно погіршилися. У сфері матеріального виробництва кожен третій, а на окремих підприємствах кожен другий працівник працює в несприятливих умовах, що веде до негативних наслідків. Гострота проблеми поліпшення умов праці зростатиме, якщо не будуть прийняті заходи щодо створення сприятливих умов їх формування. Серед працівників сільського господарства в небезпечних умовах працюють 20%, у сфері послуг – 14%, у бюджетній сфері – 10% Низькі темпи вдосконалення умов праці на виробництві потребують докорінної перебудови системи управління умовами праці. Реалізація заходів з охорони праці дає можливість визначити соціально-економічні наслідки, що можуть бути визначені соціально-

економічним ефектом. Економічний ефект це матеріальна основа соціального, а соціальний – створення кращих умов для росту економічного. Ефективність заходів по поліпшенню умов та охорони праці оцінюється наступними групами показників: зміна стану умов праці; соціальне значення охорони праці; соціально-економічне значення; економічне значення. Економічна ефективність розраховується для вирішення наступних завдань: економічного обґрунтування планових заходів, необхідних для вибору оптимальних варіантів технологічних, ергономічних та організаційних рішень; визначення фактичної ефективності заходів щодо поліпшення умов і охорони праці; оцінки результатів управління виробництвом на різних рівнях; розрахунку необхідних витрат для приведення умов праці на робочих місцях у відповідність до нормативних вимог; визначення раціональних розмірів матеріального стимулювання працівників. Економічне значення охорони праці визначається ефективністю заходів з покращення умов і підвищення безпеки праці, і є економічним вираженням соціальної значущості охорони праці. Тобто, економічне значення охорони праці оцінюється за результатами, отриманими при зміні соціальних показників шляхом впровадження заходів з покращення умов праці: підвищення продуктивності праці; зниження непродуктивних витрат часу і праці; збільшення фонду робочого часу; зниження витрат, пов'язаних з плинністю кадрів через умови праці, тощо. Ефективність заходів щодо поліпшення умов і охорони праці оцінюється, в першу чергу, за показниками соціальної ефективності, які передбачають створення умов праці, що відповідають санітарним нормам і вимогам правил безпеки.In recent years, working conditions in Ukraine's enterprises have deteriorated significantly. The effectiveness of measures to improve conditions and labor protection is assessed by the following groups of indicators: changes in the state of working conditions; social importance of labor protection; socio-economic importance; economic importance. Economic efficiency is calculated to solve the following tasks: economic justification of the planned measures necessary for the choice of optimal options for technological, ergonomic and organizational decisions; determining the effective effectiveness of measures to improve conditions and labor protection; assessing the results of production management at different levels; calculation of the necessary expenses for bringing the working conditions in the workplace in compliance with the regulatory requirements; determining the rational size of material incentives for employees. The economic importance of occupational safety and health is determined by the effectiveness of measures to improve conditions and improve occupational safety, and is an economic expression of the social importance of occupational safety. That is, the economic importance of labor protection is assessed by the results obtained by changing social indicators through the implementation of measures to improve working conditions: improving productivity; reducing unproductive costs of time and labor; increase in working time fund; reducing the costs associated with staff turnover due to working conditions, etc. The effectiveness of measures to improve conditions and protection of labor is evaluated, first of all, by the indicators of social efficiency, which provide the creation of working conditions that meet the health and safety requirements.
