UKRAINE-EU cooperation for realization of innovative projects and programs aimed at public financial management modernization

Abstract

At the present stage of economic development, Ukrainian public sector is faced with multiple new and complex challenges. In order to implement strategic reforms in the public fjnancial management, the public authorities were given the opportunity to use external sources of fjnance for the implementation of relevant innovative projects and programs. Accordingly, Ukraine assumes certain international obligations towards the organizational and institutional aspects, as well as transparent and efgective targeted use of fjnancial resources. Tiis study examined the main issues of projects and programs at each stage of the project cycle management. Tie main purpose of this paper is to fjnd possibly the best basic areas for further cooperation between Ukraine and the EU on the implementation of project management in the context of the need to modernize the budget management system. Methodological and theoretical basis of the research consists of the works of foreign and national scholars that allowed realizing conceptual integrity of the study. Methods of generalization and comparison allowed to adduce the existing projects of modernization of public fjnancial management fjnanced by international organizations. Tie authors have defjned the possible forms of fjnancing of government innovative projects and programs in Ukraine. For this purpose, methods of analysis and synthesis were used. As a result, it is recommended to follow the directions of further cooperation between Ukraine and the EU on the development of project management along with performance-based budgeting. На сучасному етапі економічного розвитку державний сектор України стикається з великою кількістю нових та складних викликів. Для запровадження стратегічних реформ у сфері менеджменту державних фінансів органам державної влади надано можливість використання зовнішніх джерел фінансування для запровадження відповідних інноваційних проектів та програм. Отже, Україна має певні міжнародні зобов’язання організаційного та інституційного характеру, а також зобов’язання щодо прозорого та ефективного цільового використання фінансових ресурсів. У статті розглянуто основні проблеми цих проектів та програм на кожному етапі їх реалізації. Метою статті є визначення найкращих основних сфер для подальшої співпраці України та ЄС щодо управління проектами в контексті забезпечення необхідності модернізації системи управління бюджетом. Методологічними та теоретичними засадами запропонованої статті є роботи іноземних та українських науковців, що дозволило досягти концептуальної цілісності дослідження. Застосування методів узагальнення та порівняння дозволило оцінити існуючі проекти з модернізації менеджменту державних фінансів, що були профінансовані міжнародними організаціями. Автори визначили можливі форми фінансування урядових інноваційних проектів та програм в Україні. З цією метою були використані методи аналізу та синтезу. Як наслідок, автори рекомендують зосередитися на напрямах подальшої співпраці України та ЄС для розвитку сфери проектного менеджменту разом із цільовим бюджетуванням.
