Відновлення сільських територій як складова стратегії продовольчої безпеки аграрного сектору України

Abstract

В статті досліджено функціональну модель продовольчого забезпечення аграрного сектора економіки, яка враховує соціально-економічну складову відтворення розвитку сільських територій за умови використання стійких продовольчих та сільськогосподарських систем, що інтегруються в харчовому ланцюзі продовольчого самозабезпечення.. Представлено ієрархічну п’ятивимірну конструкцію формування продовольчого забезпечення аграрного сектора економіки в стійких продовольчих та сільськогосподарських системах. Обґрунтовано, структурну компоненту відтворення розвитку сільських територій. Доведено, що рівень соціально-економічної компоненти у відтворювальному процесі розвитку сільських територій має прямий вплив на обсяг продовольчого забезпечення аграрного сектора економіки. Представлено методику оцінювання стабільного рівня продовольчого забезпечення аграрного сектора економіки країни на засадах ресурсних можливостей сільських територій, враховуючи нормований показник підприємницького потенціалу сільських об’єднаних територіальних громад. Наведено індикатори безпечного та стабільного рівня продовольчого забезпечення аграрного сектора економіки держави, що враховують добову енергетичну цінність раціону людини, забезпечення раціону людини основними видами продуктів, достатність запасів зерна у державних ресурсах. Проведено диференціацію вартості харчування за соціальними групами населення, що відстежується за співвідношенням між вартістю харчування 20% домогосподарств з найбільшими доходами та вартістю харчування 20% домогосподарств з найменшими доходами. Проаналізовано індикатори, що визначають продовольчу незалежність сільських об’єднаних територіальних громад за виробництвом аграрної продукції. Обраховано індекс економічної доступності сільських об’єднаних територіальних громад до формування продовольчого забезпечення домогосподарств. Проаналізовано приріст (скорочення) чисельності сільських домогосподарств за регіонами України та означено часткові індекси соціально-економічної компоненти, які інтегровані в індекс відтворення розвитку сільських територій. Запроваджено трансформаційний процес відтворення розвитку сільських територіях та сформовано групи сільських об’єднаних територіальних громад за підходом «максимізація власного доходу». Визначено індекс продовольчого самозабезпечення сільських об’єднаних територіальних громад України за видом продукції «м’ясо та м’ясопродукти».

The article explores the functional model of food security in the agricultural sector of the economy, which takes into account the socio-economic aspects of the reproduction and development of rural areas, under the condition of using sustainable food and agricultural systems integrated within the food chain of food self-sufficiency. A hierarchical five-dimensional structure for the formation of food security in the agricultural sector of the economy within sustainable food and agricultural systems is presented. The structural component for the reproduction and development of rural areas is substantiated. It is proven that the socio-economic component of the reproductive process in the development of rural areas has a direct impact on the volume of food security in the agricultural sector of the economy. A methodology for assessing the stable level of food security in the agricultural sector of the country, based on the resource potential of rural areas, is presented, considering the standardized indicator of the entrepreneurial potential of rural united territorial communities. Indicators for ensuring the safe and stable level of food security in the agricultural sector of the economy are introduced, including the daily energy value of a person's diet, the availability of basic food products in the human diet, and the sufficiency of grain reserves in state resources. A differentiation of the cost of nutrition by social groups of the population is provided, tracked through the ratio between the cost of nutrition for the top 20% of households with the highest income and the cost for the bottom 20% of households with the lowest income. Indicators determining the food independence of rural united territorial communities in agricultural production are analyzed. The economic accessibility index of rural united territorial communities for the formation of food security for households is calculated. The growth (or decline) in the number of rural households across regions of Ukraine is analyzed, with partial socio-economic component indices integrated into the rural area development reproduction index. The transformational process of rural area development reproduction is introduced, and groups of rural united territorial communities are formed based on the “maximization of own income” approach. The index of food self-sufficiency of rural united territorial communities of Ukraine for the “meat and meat products” category is defined.
