Управління відходами як інструмент інтеграції екологічної політики та сталого розвитку на місцевому рівні

Abstract

У статті досліджено роль управління відходами як інструменту інтеграції екологічної політики та сталого розвитку на місцевому рівні, зокрема в контексті переходу до економіки замкнутого циклу. Окрему увагу приділено забезпеченню ресурсоефективності через інноваційні підходи та використання цифрових технологій для покращення процесів збору, сортування та утилізації відходів. Акцент зроблено на необхідності поєднання інфраструктурних, управлінських та просвітницьких заходів, участі громадськості, моніторингу даних та цифрових рішень. Обґрунтовано, що управління відходами є не лише технічною функцією, а й засобом інтегрованого сталого розвитку територій. Наголошено на важливості системного підходу для досягнення екологічної безпеки на місцевому рівні. Охарактеризовано інституційне забезпечення управління відходами та шляхи його розвитку через зміцнення нормативно-правової бази та розвиток міжвідомчої координації для ефективної реалізації стратегії управління відходами The article examines the role of waste management as an important tool for integrating environmental policy and sustainable development at the local level. The integration of the waste management system into the overall sustainable development strategy is justified, providing an integrated approach to solving environmental, economic and social problems facing local communities in a rapidly changing world. Waste management mechanisms are considered as the basis for achieving sustainable development goals, such as preventing pollution, saving resources, reducing the impact on public health and ensuring environmental safety. The participation of the public in waste management is emphasized, in particular, through the active role of local communities in creating and implementing policies that contribute to improving the environmental situation. The feasibility of scaling up educational programs and information campaigns to raise environmental awareness among the population is highlighted, which, in turn, stimulates responsibility for the environmental state at the local level. Cooperation between local authorities, business and civil society also plays an important role in the formation of a sustainable environmental policy. In particular, the emphasis is on the need for intersectoral interaction, which will ensure a comprehensive approach to solving problems related to waste. The framework for institutional support for the waste management mechanism is outlined, since the successful implementation of waste management policy is possible only if the relevant authorities and specialized institutions work effectively. In this context, it is important to improve the regulatory framework governing waste management, as well as the formation of joint strategies and action plans at the level of local communities, which allow implementing these strategies in the context of specific territorial and economic features. Special emphasis is placed on waste management in wartime, which is extremely relevant for Ukraine in the context of military conflict. Ways to improve waste management at the local level in wartime and taking into account the advantages of decentralization of power are proposed
