Удосконалення інвестиційного забезпечення розвитку сільськогосподарських підприємств України

Abstract

У статті досліджено сутність інвестицій, як фактору розвитку економіки та їх роль в забезпеченні ефективної діяльності сільськогосподарських підприємств. Встановлено, що формування інвестиційних ресурсів сільськогосподарського підприємства являється основною умовою здійснення інвестиційного процесу. Проведений аналіз капітальних інвестицій показав, що більш як 65% їх фінансування здійснюється за рахунок власних коштів аграрних підприємств. І хоча іноземні інвестори не досить активно вкладають кошти в аграрний сектор, в України є певний потенціал, який може їх зацікавити. Дослідження основних інвестиційні ризиків, з якими стикаються сільськогосподарські підприємства дозволило виокремити додаткові фактори, які можуть спричиняти інвестиційні ризики та які можуть мати значення з точки зору інвестора. За допомогою SWOT-аналізу визначено сильні та слабкі сторони, можливості та загрози залучення інвестицій в сільськогосподарську галузь. Добре керована інфраструктура, міцні права інтелектуальної власності та сприятливі для бізнесу правила є більш ефективними для залучення інвестицій.

The article outlines the search for investment support for the development of agricultural enterprises in Ukraine. The essence of investments as a factor of economic development and their role in ensuring the efficient operation of agricultural enterprises is studied. It has been proven that investments in agriculture have their own characteristics, which are related to the process of reproduction and improvement of the efficiency of agricultural enterprises. It was established that the availability of investment resources at the enterprise encourages investors to carry out the investment process. The outdated material and technical base and the need to implement advanced technologies require large capital investments. The analysis of capital investments showed that more than 65% of their financing is carried out at the expense of agricultural enterprises own funds. The second largest source of capital investment financing in the agricultural sector is state and local budget funds. Moreover, financing from the state budget was more or less stable, excluding the period from 2013 to 2014, when due to the political situation in Ukraine, the amount of investments decreased almost twice. However, financing from local budgets, in connection with the beginning of decentralization, began to increase starting in 2015 and already in 2020 amounted to 10.4%, which is almost 4 times more than in 2010. Although foreign investors do not actively invest in the agricultural sector, Ukraine has a certain potential that may interest them. Over the period from 2010 to 2021, capital investment in agriculture, hunting and the provision of related services increased more than six times. According to our calculations, the average annual absolute growth of capital investments in agriculture, hunting and the provision of related services for 2010-2021 is UAH 5.2 billion. The study of the main investment risks faced by agricultural enterprises allowed us to identify additional factors that can cause them and that can be important from the investor's point of view. It has been established that the consistency of investment activity between different types of policies (budgetary, tax, monetary, investment, etc.) is of crucial importance not only for the development of a more effective investment policy, but also for the creation of an attractive environment for all interested investors. With the help of a SWOT analysis, the strengths and weaknesses, opportunities and threats of attracting investments in the agricultural sector are determined. An effective investment policy aimed at supporting the interests of investors, representatives of agrarian business, as well as the consolidation of investment resources in programs most important for the development of territories will ensure the investment development of agricultural enterprises.
